Epeigné-les-Bois – results of 1st round of les élections municipales




Here are the results of the 1st Round of the municipal elections for Epeigné-les-Bois (Indre-et-Loire) held on Sunday 15th March 2020. 

It is clear that the list (highlighted in Yellow) headed by a trio – Jean Candiago, Dominique Hisbergue and Michèle Prieur – are the clear winners with ten candidates from their list elected on this first round. Six women and four men were elected to the Conseil on the 1st Round. 

No candidate from the list (highlighted in green) was elected on this 1st Round. 

There remains one more place on the Conseil, which will be decided on the 2nd Round to be held next Sunday 22nd March.

Update: 16.3.20
President Macron is due to address France this evening at 8pm (7pm UK time). It is expected that he will announce further restrictions – perhaps a virtual lock down. It looks increasingly unlikely that the 2nd Tour due on Sunday 22nd will be held. What happens to the elections including last night's results is unknown.

Epeigné-les-Bois – Les élections municipales 2020: two lists of candidates

The 2020 French municipal elections will be held on Sunday 15th March and Sunday 22nd March when a new set of maires and their conseil municipales will be elected. 

There are two lists of candidates for Epeigné-les-Bois' 11 places on the conseil municipale. The number of places on the conseil depends upon the population of the commune. Epeigné (population 436) has 11 because it comes into the 100-499 inhabitants category. Rules regarding the conseils and the elections are different for communes with less than 1000 inhabitants and those with more than 1000.

Extract from the rules published by the French Ministry of the Interior:

'Les suffrages sont décomptés individuellement par candidat, y compris en cas de candidature groupée, c’est-à-dire lorsque plusieurs candidats ont manifesté leur volonté de présenter leur candidature ensemble sur un même bulletin de vote.

Pour être élu au premier tour de scrutin, le candidat doit recueillir la majorité absolue des suffrages exprimés et un nombre de suffrages au moins égal au quart de celui des électeurs inscrits sur les listes électorales. S’il est nécessaire de procéder à un second tour de scrutin, la majorité relative suffit, quel que soit le nombre de votants. En cas d’égalité de suffrages, le plus âgé des candidats est élu (art. L. 253).'

(Translation: The votes are counted individually by candidate, including in the case of a group candidacy, that is to say when several candidates have expressed their desire to present their candidacy together on the same ballot.

To be elected on the first ballot, the candidate must obtain the absolute majority 
of the votes cast and a number of votes at least equal to a quarter of that of the 
voters registered on the electoral lists. If it is necessary to conduct a second ballot, 
the relative majority suffices, regardless of the number of voters. 
In the event of a tie, the oldest candidate is elected (art. L. 253).)

Thus if there are two or more lists of allied candidates it is possible that the final result may see a mix of candidates elected from the various lists. Equally it is possible that all of the candidates on a particular list will be successful and none from the other lists.

Epeigné-les-Bois: 1er tranche of community vines planted

1st 150 vines planted in the commune's new communal vineyard organised by Les Amis des Patrimoines d'Épeigné les Bois. The first 150 are Le Plantet, a hybrid which was very common in Touraine between the two world wars and in at least two decades following. Chosen because of its resistance to disease. Also known as 5455 Seibel. 

Vincent Beaumont, the wine-maker, says the first vintage will be in 2021 or 2022 depending on whether this summer is dry or wet. If wet the vines will grow sufficiently to permit a vintage in 2021. "The Plantet won't produce a 'grand vin' but it should be attractive to drink and can served at various fêtes here in Epeigné-les-Bois.

Epeigné-les-Bois: a fine restoration and a real embarrassment

The magnificent restoration of Epeigné-les-Bois' church is now almost complete. It stands as a testament to the quality of work by the four companies involved: Hory-Chauvelin (masons), Delestre (woodwork), Merlot (roof) and Mamais (clock restoration). All that remains to be done is to put up the lightning rod and the weather vane cock. The total cost of the renovation was 532,079€. 

It is a shame that the church is not used more. Mass is no longer celebrated here and sadly one of the main uses for the church is for burial services.   

An embarrassing addition to the village's Patrimoine 

In stark contrast to the fine work on the church is this horribly botched job of a wall, which Epeigné's Bulletin municipal 2017-2018 shows cost the commune 10,728 €. Money that would have been better spent sending the 'mason' to a school to teach him how to build walls properly. 



The contrasting quality of work is particularly stark as this lamentable excuse of a wall is just across from Epeigné's now wonderful church.

Epeigné-les-Bois – many gather to say farewell to Patrick Guignard

Today a large number of Patrick Guignard's family, friends and colleagues gathered at the church in Epeigné-les-Bois to say farewell to Patrick. The church was full with a large crowd outside. It showed very clearly the affection and respect in which Patrick was held. 

Patrick served two terms on Epeigné's Conseil Municipal (1995-2008) and for 20 years (1997-2017) was the Président of the village's Comité des Fêtes and very much its driving force. 

Born in nearby Francueil Patrick grew up in Epeigné going to the village school. Among today's congregation were some of his classmates, who had known Patrick all their lives. This was a particularly sad and moving day for them.   

Patrick died from a heart attack in his allotment on Saturday 7th October. 

Our thoughts are with Anne, his wife, and family.
